Vega is a descendant of Spanish nobility and grew up surrounded by wealth and beauty. Taking on bullfighting as a hobby, he blended his matador skills with ninjitsu techniques to form his own unique fighting style. "The Spanish Ninja" was incredibly egotistical and vain, and wore a mask during his fights to protect his handsome face from becoming scarred. He is a very psychotic and bloodthirsty individual, and holds the firm belief that anything that is ugly or imperfect should be destroyed. He armed himself with a deadly steel claw on his left wrist which he used to maim his opponents. His brutal fighting style and harsh philosphy soon caught the attention of M.Bison, the leader of the criminal organization Shadowlaw.

Bison approached Vega and asked him to join his organization. Vega refused, but when Bison promised Vega that wealth and carnage would be his for the taking, Vega quickly accepted the offer. He became one of the Four Lords of Shadowlaw at Bison's request, and soon became Bison's most deadly assassin. He undertook the most dangerous jobs and emerged victorious, striking with the secrecy and efficiency of a ninja. Besides Bison, the only one who's fighting ability surpassed Vega's was Sagat, the Muay Thai champion and Bison's right-hand man.

The unscrupulous Vega would accept any assigment, no matter how dangerous and no matter who the target was. When one of Bison's brainwashed assassins named Cammy went AWOL, Vega was sent to track her down and eliminate her. He traced her to a location in England, where he confronted and viciously attacked her. He left the badly beaten Cammy on the doorstep of the British Secret Service office to die, and returned to the Shadowlaw base to await further assignments.

Sometime later, Bison hosted the second World Warriors tournament in the hopes of drawing out fighters he could recruit for Shadowlaw. Vega was one of the four Grand Masters of the tournament, and defeated many opponents before he himself was defeated by Chun-Li. Chun-Li suffered severe wounds during the fight and was unable to continue, but Vega's mask had been broken and he had recieved facial wounds. Disgraced that he had been defeated by a mere woman, the egotistical Vega ran away, hiding his scarred face lest anyone see. He returned to Spain, where he spent long months recovering from his wounds. He went into hiding to escape Bison's wrath and has not been heard from since. There have been reports however, that Vega has been sighted once again challenging those that he deems imperfect.
