An officer in the British Secret Service, Eagle entered the World Warrior tournament
incognito in order to learn the source of the tournament's corruption. Apparently he knew
of M. Bison's activities, and suspected he was using the tournament to build his army.
Trained in the use of tonfa sticks, Eagle was a formidable fighter in the tournament, but
was nonetheless defeated by Ryu. He then returned to Britain, never learning of Bison's
plans.
